Conditions of Victory

If your Empire controls 71 hexes (just over half the map - including islands, but not including open sea, sandbars), at the start of a new campaign year (i.e. after Spring Equinox spells have been cast), you are the winner and can be crowned Emperor of the Shattered World, and whatever's left of the other rabble factions have to bow down and acknowledge your innate superiority and general awesomeness.
